Biography
Dr. Don Rucker is Chief Strategy Officer at 1upHealth which provides scalable serverless FHIR data pipelines. He served as the National Coordinator at ONC where he led writing the 21st Century Cures Act Interoperability Rule giving patient apps access to their EHR data. He pioneered the Bulk FHIR standard which enables EHR big data. He co-developed the worlds first Windows-based EHR. Dr. Rucker reformed physician CPT4 documentation for 500 million US physician notes a year. He has practiced emergency medicine for 30 years. He is board certified in emergency medicine, internal medicine and clinical informatics. He holds an AB from Harvard, an MD from UPenn and MS and MBA from Stanford.

Over the last few years, regulatory agencies like the FDA and EMA have increasingly embraced RWE/RWD for decision-making processes, influencing everything from new drug indications to post-marketing surveillance. The integration of RWE and RWD is not only supporting clinical trial design and regulatory approvals, but also enabling precision medicine by providing deeper insights into patient subpopulations and their outcomes
